[NPMUG] Problem with periodic daemon in 10.6

I discovered that the periodic daemons in /system/Library/LaunchDaemons are not starting in a normal way when I restart my computer.  Attempting to load them says there is nothing to load, but I can't unload them either.  I can do a "load -F" and force them to load and then they show up in list but that should not be necessary.

Does anybody know what is going on?  I do know they aren't running properly because I have received nothing from periodic daily today.  I would like to know what I need to do to be sure they start properly when I reboot.
