This appears to be a significant bug. I've read that if you have upgraded to Snow Leopard, and have a Guest account that was created in Leopard, then deactivate the account and the recreate a new guest account in Snow Leopard. http://www.macintouch.com/readerreports/snowleopard/index.html#d13oct2009
