Electronic waste, e-waste, e-scrap, or Waste Electrical and Electronic  
Equipment (WEEE) is a loose category of surplus, obsolete, broken, or  
discarded electrical or electronic devices. The phrase may refer to  
the component which is dumped or disposed or discarded rather than  
recycled, including residue from reuse and recycling operations.  
Because loads of surplus electronics are frequently commingled (good,  
recyclable, and nonrecyclable), several public policy advocates apply  
the term "e-waste" broadly to all surplus electronics.
The processing of electronic waste in developing countries causes  
serious health and pollution problems due to lack of containment, as  
do unprotected landfilling (due to leaching) and incineration. The  
Basel Convention and regulation by the European Union and individual  
United States aim to reduce these problems. Reuse and computer  
recycling are promoted as alternatives to disposal as trash.
