I think the outages probably have to do with the storms.

The ATT network is functioning fine in Cranberry where the storms were  
not nearly as bad.    There was a lot of damage in Allegheny county  
and south of the city.  It could very easily be storm related damage  
that has brought down the network in some localized areas.
